WHO: Risk of Epidemics in Haiti Increasing

The World Health Organization says it is worried about an explosion of diseases in Haiti. It says people are at great risk of getting diarrhea, cholera and other water borne diseases because of the bad sanitary conditions and contaminated water.
It says contagious diseases such as measles
can spread like wildfire in the overcrowded,
squalid resettlement camps.

Garwood says there is a critical need for surgeons. He says there are more than 2,000 amputee cases in Haiti as a result of the injuries sustained in the earthquake.
At present, he says an estimated 30 to 100 amputations are being carried out every day. And, it is likely that number will grow.
"Crutches are in very high demand," said the spokesman. "Other critical needs are specialists in orthopedic and internal medicine and X-ray equipment. We also see that post-operation medical supplies and antibiotics remain a key need."
Garwood says the number of trauma cases is declining, but there has been an increase in mental health needs. Unsurprisingly, he says many people are traumatized by the horrible events they've experienced.
He says two WHO mental health specialists will be arriving in Haiti in the coming days to begin an assessment.

US Military Center Assesses Haitian Needs

As the army collects information, many Haitians come here in the hope of finding a job.
"We don't have any money at all. We have lost everything. We are not able to work any more," says a woman who once worked for a U.S. military contractor and hopes to find similar work. "I was in charge of 50 employees in the laundry section."
Thirty Haitians have been hired to help operate this center. Sergeant Lemmons says the military is doing what it can to give jobs to local people, to fill the needs of this and other American units in Haiti. "A lot of them need interpreters. A lot of them need laborers for their base. Some of them want more skilled people to come in, like the masons. We may be able to use them later. So we may not be able to give them a job right off the bat, but the longer we stay, the more people we're going to need and hopefully the more people we can help," says Lemmons.
When the center closes in late afternoon, thousands will be turned
away and face the prospect of coming back tomorrow. Sergeant

Reba's music career spans more than 30 years. During the past decade, however, she focused on acting. From 2001 to 2007, she appeared in her own television comedy series and also played the role of Annie Oakley in the Broadway revival of "Annie Get Your Gun."
Reba says she titled her new album "Keep
On Loving You" as a sentiment toward the
loyal fans who have followed her through
all of her creative endeavors.
In 2008, Reba announced her decision to
leave MCA Records for Valory Music. The
move reunited her with Valory's president
Scott Borchetta, who was an executive
with MCA during the 1990s.
"Strange" was the lead single from Reba's new album. The track gave the 54-year-old singer her highest solo chart debut ever, and became the fastest-climbing single of her career.
Reba is supporting "Keep On Loving You" on a 19-city U.S. tour with Country star George Strait. The outing, which runs through mid-April, also features Strait's fellow Texan Lee Ann Womack. Reba is also set to host the upcoming Academy of Country Music Awards for the 12th time. The 45th annual awards will be presented in Las Vegas on April 18.

Resurgent militant activity in the Niger Delta adds to mounting security and political concerns in the troubled African nation.
The Niger Delta rebels say they are fighting for a fairer share of oil revenues for the impoverished residents of the region. In June 2009, the Nigerian government offered a 60-day amnesty to gunmen in the oil-rich region, in a bid to end unrest, which has cost Africa's top oil exporter billions of dollars in lost revenue.

against oil pipelines and other facilities in the Niger Delta.
"If the federal government thinks we will go and base in one place and say that is one person's camp, we are not doing anything like that again," he said. Violence has subsided in the Niger Delta as a result of the amnesty program, allowing some oil companies to repair damaged facilities and boost production to around two million barrels per day.

Israel Submits Report Rejecting UN Charges of War Crimes Robert Berger, Jerusalem
In an official 46-page response, Israel dismissed the
U.N.-commissioned Goldstone Report, which accused the Jewish state of war crimes during the Gaza conflict a year ago. The report, authored by South African jurist Richard Goldstone, found that Israel used
excessive force and deliberately targeted Palestinian civilians in heavily populated areas.
Israel denied that, saying the war was a legitimate act of self-defense after years of Palestinian rocket attacks from the Gaza Strip, which is ruled by the Islamic militant group Hamas. It said the army made every effort to avoid civilian casualties, even though Hamas used civilians as human shields.
Some 1,400 Palestinians were killed in the Gaza War, according to Hamas accounts, including both militants and civilians. A total of 13 Israelis were also killed.
The Goldstone Report also accused Palestinian militants of committing

war crimes during the Gaza conflict, a charge rejected by Hamas.
In the document submitted to the United Nations, Israel sidestepped a key demand of the Goldstone Report: to set up an independent commission of inquiry into army actions during the war. Israel fears that would be tantamount to accepting guilt and would tie its hands in future wars.
"Israel has nothing to gain by cooperating with this kangaroo court," said Israeli analyst Gerald Steinberg. "The Goldstone Report, if
dissected, taken apart, can easily be shown to be a fabrication based on a lot of false claims, and claims that are made out of context. So the best thing I think the Israeli government can do is to expose this whole thing as a farce."
Therefore, Israel refused to cooperate with the Goldstone Commission. But Israeli analyst Hirsch Goodman says that did more harm than good.
"By not cooperating it is as if we had something to hide, and I think that was a mistake," said Goodman.
Goodman says that while the Goldstone Report is unjust, Israel can mend fences with the U.N. by establishing an inquiry commission.
"It is an important thing to be able to defend yourself and to show the world that you've got nothing to hide," he added.
Israel has until February 5 to give a final response on appointing a commission of inquiry. If it fails to do so, the U.N secretary-general could refer the matter to the Security Council for further action.

Emotional Comeback for US Speedskater Rodriguez to Fourth Olympics

Three-time Olympian Jennifer Rodriguez hung up her skates four years ago after failing to win a medal at the 2006 Turin Olympics, where she was considered a strong contender for a podium finish in three
individual events. She says she did not enjoy her experience in Turin, "not one bit."
In 2008, the Miami native skated for the
first time since Turin, and a short time
later decided to mount a comeback for
the 2010 Olympics. But this time around,
things would be different. "Definitely,
I'm having a lot more fun with skating.
I'm really enjoying myself. I love my
team. I look forward to going to practice United States' Jennifer Rodriguez skates to a
second-place finish in the
women's 3000-meter during the
US Olympic speedskating trials

2009. everyday, whereas before ... you go to practice because you have to," she says. Rodriguez only recently has been able to talk about the renewed fun and enjoyment she gets from skating and
training for the Olympics. In the space of
a year after her decision to come back, she struggled with the crushing pain and grief of a divorce, near financial ruin, and worst of all, her mother's death last June.
The divorce came first. Jennifer and her husband, fellow Olympic speedskater K.C. Boutiette, lived in Miami and owned a bicycle shop. They had met years before while in-line skating. Jennifer was a former (1993) world champion, and K.C. eventually convinced her to switch to speedskating. The couple married in 2002.
In early 2008, Boutiette one day asked Jennifer to help him work with children at a Miami skating club. She agreed even though she had not been on skates for two years. Once on the ice, Rodriguez says she was instantly in tears realizing she had stopped skating too soon.
Within a few months she moved to Park City, Utah, where the U.S.
National Speedskating Team trains year round. Her divorce became

final later that year. After an initial adjustment period, Jennifer says she and K.C. became good friends, and their fellow skaters accepted the new relationship. "All my teammates, even those that knew us as a couple, they are all still friends with me and they are all still friends with K.C. And I would never expect them to not be friends with him. It's just the way it is, it is just a situation that happens, and unfortunately that's life, but we're making it work," she says.
The move to Utah left Rodriguez financially strapped. With most of her personal savings invested in the Miami bike shop, and no major sponsor, she was virtually penniless. The small monthly stipend from the U.S. Olympic Committee and the speedskating team did not begin to cover her living and training expenses. Rodriguez says this is a common problem of speedskaters and other Olympic athletes, who only get the public's attention every four years. "It's not that we train once every four years. We train every single day, for four years, or eight years or 12 years or whatever, and so we need the support for all that time in-between," she says.
Jennifer managed to keep training through her divorce and financial troubles. She now has a sponsor, which has given her the luxury of training without having to work. But in June 2009, Rodriguez nearly ended her quest for a fourth Olympics when her mother, Barbara, died of breast cancer after a 16-year battle. She was 59-years-old, just one month shy of her 60th birthday.
Rodriguez was devastated, but once again found the inner strength to continue training for Vancouver, knowing it was what her mother would have wanted. Barbara had been Jennifer's biggest fan, traveling to Nagano, Salt Lake City and Turin during breaks in cancer treatments to see her daughter compete in the Olympics.
Her mother was there to see Jennifer make Olympic history in 1998 in Nagano when she became the first Cuban-American to compete in a Winter Olympics.
Jennifer again made history in 2002 when she won two bronze medals
in Salt Lake City, which made her the first Latina to win a medal at a

Winter Games. Barbara also was in Turin in 2006 when Jennifer went home empty-handed and exhausted after over-training for the Games.
Rodriguez qualified for four events in Vancouver - the 500, 1,000, and 1,500 meters, and the team pursuit. It will be her first Olympics
without her mother there to cheer her on. Jennifer says she wears her mom's wedding ring on a chain around her neck.
At 33 years old, Rodriguez says coming back to a sport like
speedskating after a two-year break is very difficult and physically demanding. She says she has to pay attention and listen to her body now that she is in her 30's. "When I was younger, I didn't listen, I just did. And I just went harder and harder and harder, and I did more and more and more. And it was no big deal because I could always recover. Now, when I start finding myself being really tired and broken down, I have to take a step back, which is hard for me because I am really stubborn," she says.
Her hard work has paid off. "I can do things this year that I wasn't able to do last year just because lack of strength. So it's kind of fun to get the feeling back and be like, oh yah, remember kind of how this feels like," she says.
In the four years since the Turin Olympics, Jennifer Rodriguez has won and lost, grown and cried, and finally found what makes her happy. The Vancouver Games will be her last as a competitor, and she intends to end her 16-year Olympic career on a high note of her own choice, motivated by something that has nothing to do with winning medals.

East Timor Declares War on Leprosy

Florindo di Silva started feeling pain in his eyes four years ago. The 60-year-old father of six says he went to a doctor in the East Timor capital, Dili, but no treatment was available. The disease that caused di Silva to lose vision, and his hands and toes to go numb - turned out to

be leprosy.
He says he can walk a little bit, he can chop wood, but it hurts. Right now, his hands cannot do anything. Di Silva says his eyes and head hurt every day, and he is not strong enough to cut coconuts with a knife.
According to the World Health Organization, di Silva is one of about 1,300 new cases of leprosy that have been detected in East Timor since 2004.
Health officials say the number of undocumented people living with disabilities caused by leprosy is likely three times higher.
Some progress has been made. In 2004, the overall ratio of infection was 4.7 per 10,000 people. In 2009, that fell to 1.3 per 10,000.
The decline is due in large part to a program that blanketed the country with hundreds of health ministry staff members able to diagnose and manage the disease.
One of those health workers, Jose Pereira, works at a clinic where he monitors di Silva and about 12 other patients with leprosy.
Pereira says if his patients do not come to the clinic to get medicine, he goes to their houses in the villages to give them medicine. But, he says, they often ask for food, and he does not have any to give, and it is very difficult.
Leprosy is relatively easy to treat with a cocktail of antibacterial drugs known as multidrug therapy. After taking the medicine for one month, patients are no longer contagious, and damage from the disease stops for good after a few months.
Poverty - a key challenge
But poverty is a key barrier to eliminating the disease. Natalie Smith,
the country leader for the Leprosy Mission in East Timor, says the

bacteria that causes the disease is endemic here, and flourishes in a population that is largely isolated, malnourished and living in unsanitary conditions.
"It really thrives where there's poverty, poor sanitation, poor diet and poor hygiene and those sort of contribute to affect the people living in that environment's immune system, so when their immune system is compromised, they're more susceptible to catching leprosy," said Smith.
In rural East Timor, where about three quarters of the country's 1.1 million residents live, diagnosing patients and ensuring treatment
remains a challenge. Smith says failing to identify the disease and treat it perpetuates a crushing cycle of poverty.
"I think it needs to be a priority because of the disability that it
produces. And there's been a lot of studies on the burden of disability now and the fact that if people with disabilities are assisted and helped they can actually add to a country's economic viability rather than economic demise. But the longer we delay in treating someone, the more likely they're going to get nerve damage and that's going to lead to long-term disability," she said.
Leprosy campaign
The government has vowed to eliminate the disease this year. The head of East Timor's Leprosy Program at the Ministry of Health, Jose Liu Fernandes, says to do that, the government has begun a radio and television campaign about the disease and how to prevent it.
He says East Timorese do not yet know enough about the disease, so they are surprised when they contract it. Fernandes says they need to teach people that if they start feeling numbness in their hands, it could be leprosy.
In many countries, people with leprosy are shunned and face a lifetime
of isolation. 13
But Salvador Amaral, with the World Health Organization, says there is no such stigma in East Timor. Salvador says traditionally here, leprosy is not considered to be a disease, but a result of eating certain foods, like fish, or a curse from God.
Back in the outskirts of Dili, 22-year-old Joao Godinho Sarmento recounts how he started noticing light patches on his arms six years ago. It turned out to be early signs of leprosy. Doctors caught the disease before it caused serious disability.
Sarmento says his life is pretty normal. He does not have problems at school, and no one considers him to be different or disabled. He hopes other people who have this disease can realize they are not different from anyone else.
Sarmento studies mathematics at the national university, and hopes to
become a teacher or an engineer.

1.1. 背景提示：
specialenglish又叫“慢速英语”，是voa电台专为全世界非英语国家的初学英语的听众安排的一种简易、规范的英语广播节目。它始于50年代末，是voa电台的专家们研究如何与世界各地的英语学习者时行交际的产物，开播之后迅速覆盖全球，在世界广泛内产生了广泛影响。
30多年来，voa对specialenglish作了大量研究，目前，它的播音速度、内容及用词范围都有规定，达到了既能为听众提供信息又不损害英语本身风格的目的，使之成为voa独具特色，拥有最大量听众的节目。

2.1. 背景提示：
standardenglish是美国人日常使用的规范用语，其播音速度不低于140words/min.词汇量4000以上，句子较长、结构复杂、内容详实。因此，收听难度明显高于specialenglish.voa的环球英语广播主要是标准英语节目，我国广大地区每日均可收到近十二小时的节目，与specialenglish一样，standardenglish也分为news和feature programs两大类。

2.2.1. news program
voa的“标准英语”新闻按其题材范围和播出顺序分为国际新闻（the latestworldnews）、经济金融新闻(economic and financialnews)、体育新闻(sportsnews)、要闻选播(top news stories of the hour)等。
a. the latest world news
这是standardenglish中最为重要的节目，每逢整点都要播出，每次约10分种，词汇量1500左右，播出约12条新闻，语言结构比specialenglish的新闻更为固定，首先播音员以报时和报节目开头：it’s(how many) hours of greenwichmean time and hereis the news from thevoice ofamerica.接着是一小段固定音乐，其后播音员自报姓名，“this is (who) reportingfromwashington.”往下便是新闻正文，正文播完后，用“these are the hour’snewsheadlines.”这句话引播3至4条一句话新闻后。用“that’s the news from the voiceofamerica. i am (who).”结尾。一般新闻播至一半时，播音员总要用“you are listening tothevoice of america”来报台名，提醒刚刚打开的radio的听众。
b. economic and financial news
常将商业新闻包括在内，大都紧接某些专题节目之后播出，约2分钟。该节目报道世界各大股票交易市场的主要指数行情，股票交易额，各主要货币对美元的买卖价格及黄金市场情况等。
c. sport news
亦是新闻广播中不可缺少的经典元素，通常在b之后播出，每次约1～2分钟。主要报道世界各种大型体育赛事，包括冠军、团体总分以及运动员之间、代表队之间具体比分等。
d. top news stories of the hour
在c之后播出，长约2分钟，播出3～5条在当时被编辑确定为最重要的新闻，涉及到事件的最新发展与动态。
e. one-sentence news.
voa电台一种见缝插针的播音方法，单刀直入，简明扼要，通常一句话一条新闻，平均下来每条新闻也就几秒钟。
2.2.2. feature programs
standardenglish中的专题节目也叫定期专题节目regularfeatures.顾名思义，它们在固定的时间内播出。与新闻相比较，各类专题节目的选题较为固定，但内容更为生动详尽，剖析更为深刻。多采用播放现场录音或直播的方式进行，播音间歇毫无限制，而是由总的意念带动说话，随着情感的起伏自由处理，甚至有时急不择言，一气呵成，有的地方边说边想，似断似续，有的地方则畅如行云流水，轻声慢语，使听众感到十分亲切。在报道中，各地记者的电话录音和发音都不如播音员清晰纯正，被采访者大都能说英语，不乏南腔北调，这样也就增加了初学者的收听难度，但也正是因为该原因，voa的regularfeatures成为不可多得的听力训练材料。

a-1. voa morning.
在每小时的广播中，这是个收尾节目。由于每小时中其它节目时间长短不一，因此本节目有长有短，可分为十五、二十、三十和五十分钟一次的四种，内容极为丰富，涉及社会生活的方方面面。另外，这一节目统称“voamorning”,但每天的实际广播中，播音员都在voa与morning之间加上星期几这样的单词，因此，你实际听到的是voasaturdaymorning之类的节目名。
a-2. voa editorial(电台社论)
每天一次，是voa每天对东亚区广播的最后一个节目，每天22:55(beijingstandardtime-bst)播出，每次三至五分钟，每篇社论都以“an editorial reflecting theviews of theunitedstatesgovernment.”这句话开始，通常是对当天某一重大事件表态或提出问题，或号召对某事采取行动或对某一新闻人物进行褒贬。

三. voa英语广播节目时间表
